EQUITABLE PETROLEUM EXPORT QUOTAS – Sola Oduko

In the event that a MEMBER’S refining capacity dips below the required level, that volume exported for external processing shall be deemed to be part of the country’s allowance. However, any portion of refined products or derivatives not re-imported shall be part of the QUOTA.

All PETROLEUM EXPORTING  country’s citizens should have comparable per capita benefit from their PETROLEUM PRODUCTION.  Internally utilised volumes should not count as part of their OPEC QUOTA.

ARTICULATION

It is my fervent hope that creative, enlightened and knowledgeable minds will join in articulating this concept for national benefit

NEGOTIATION with OPEC

Competent persons will be needed to persuade OPEC to cooperate. In the event that cooperation is withheld, our country should be bold enough to withdraw from the CARTEL.   NORWAY, RUSSIA and others operate outside OPEC but cooperate with her in so far as their national interests dictate.
